Dan is a senior project manager at WHPA. He is a licensed professional engineer with over 15 years of experience in water utility infrastructure planning and development. His areas of expertise include comprehensive planning and prioritization of infrastructure projects, development and management of capital investment programs, project delivery, and related testimony before regulatory commissions. Dan has experience with utility planning methods and tools, including analysis of historical water use and demand forecasting, distribution system modeling and analysis, assessment of infrastructure, definition of alternatives, and life cycle cost analysis. Dan has directly managed or supervised numerous capital projects involving pipelines, pump stations, storage tanks, wells, and treatment facilities. He has been responsible for all phases of project development, including analysis of alternatives, stakeholder coordination, land acquisition, rate impact analysis, budget approval, design, permitting, bidding, construction administration, start-up and operator training. 
Dan's experience includes work to enhance the sustainability of utility operations. He recently led an initiative at Indiana American Water to increase focus on sustainability in design and construction of utility infrastructure, successfully incorporating the goal of Leadership in Energy and Environmental Design (LEED) certification into new treatment facility construction. In June 2008, Dan participated as a speaker and panelist in the Indiana Finance Authority’s Sustainability Workshop for the Brownfields and State Revolving Loan Fund programs.
Dan obtained his B.S. degree in Mechanical Engineering from Rice University in Houston, Texas. His career in water resources includes 10 years with American Water, an investor owned utility, culminating in management of an engineering team that provided support to 35 utility operations in Indiana, Ohio, Michigan & Illinois. Dan lived for six years in Central America working on water and sanitation projects with the American Red Cross and also the U.S. Peace Corps, where his career began. He speaks Spanish fluently.
